It was built by millers Reed and John Forbes.","why_significant":"The nomination finds it significant under Criterion A in Industry as a grain processing center for the local farming community in the first half of the twentieth century. It is also significant under Criterion C in Architecture as one of Bedford County's best preserved and most architecturally distinguished rural grist mills. It keeps a nearly complete set of early-twentieth-century machinery.","narrative":"Big Otter Mill is a rural grain mill beside the Big Otter River, about two and a half miles north of Bedford, Virginia. Reed Forbes and his son John, both millers and millwrights, rebuilt it by about 1920 after an earlier mill on the site was reportedly lost to fire. The building rises two and a half stories above a poured concrete foundation, with heavy timber framing, diagonal sheathing and an unusual mansard roof with six pedimented dormers. Inside, nearly complete early-twentieth-century equipment survives, including a stone mill, rolling mills, sifters, wooden chutes and grain elevators, and a steel overshot waterwheel. A mill race pipe and a store foundation also remain. The mill ground corn, wheat and other local grains until the late 1940s. It is recognized for its role in the county's farm economy and as one of Bedford County's best preserved and most distinguished rural mills.","period_of_significance":"ca. 1900-1948","architect_builder":"Forbes, Reed (millwright); Forbes, John (millwright)","architectural_style":"Other: grist mill","criteria":["A","C"],"status_note":"The mill's machinery was used until the late 1940s. The waterwheel is not attached to the drive shaft and the mill race pipe no longer carries water. Current function is listed as work in progress.","vacant_flag":null,"machine_generated":true,"model":"claude-sonnet-5-5","prompt_version":"v1.0-2026-10-29","generated_at":"2026-10-29 02:52:01.093393-05","source_pdf":"https://s3.amazonaws.com/NARAprodstorage/opastorage/live/58/6797/41679758/content/electronic-records/rg-079/NPS_VA/98001314.pdf"},"photo":{"url_800":"https://nationalhistoricalregister.com/media/98001314/c859a85ad1-800.webp","url_1600":"https://nationalhistoricalregister.com/media/98001314/c859a85ad1-1600.webp","licence":"CC BY-SA 3.0","author":"LeeG7144","credit_html":"<a href=\"https://commons.wikimedia.org/wiki/File:Big_Otter_Mill.jpg\" rel=\"noopener\">LeeG7144</a>, <a href=\"https://creativecommons.org/licenses/by-sa/3.0\" rel=\"license noopener\">CC BY-SA 3.0</a>, via Wikimedia Commons","source_page":"https://commons.wikimedia.org/wiki/File:Big_Otter_Mill.jpg"},"district":null,"sources":{"nps_snapshot_date":"2026-05-22","nara_catalog":"https://catalog.archives.gov/id/41679758","wikipedia":"https://en.wikipedia.org/wiki/Big_Otter_Mill","wikidata":"https://www.wikidata.org/wiki/Q14712026"},"indexable":true,"url":"https://nationalhistoricalregister.com/virginia/bedford/big-otter-mill-98001314/"}
