It was built from about 1894 to house workers of the Witham Cotton Mills and has 47 contributing buildings and one non-contributing house.","why_significant":"The district is a characteristic and intact example of late 19th- and early 20th-century southern mill housing, with three distinct house types that document typical Georgia mill villages. It also illustrates the industrialization of Hartwell and how mill management housed its workers. It is further significant for its association with Hartwell's working class.","narrative":"Laid out around 1894 beside the Witham Cotton Mills, this roughly 18-acre mill village in Hartwell, Georgia, preserves the housing built for textile workers along Jackson Street, Webb Street and Liberty Circle. Most of the 47 contributing buildings are one-story frame houses with a saddlebag plan, central chimney, two front doors and front and rear porches. A smaller group of two-story versions with salt box-like rooflines gave families of different sizes a choice of space. Brick bungalows were built in the early 20th century for supervisors, and a few Victorian cottages, one with a sunburst gable, were absorbed into the village. The district was listed for its architecture, for community planning and development, and for social history. It documents typical Georgia mill housing, the way owners provided a stable workforce near the edge of town, and the daily lives of Hartwell's industrial workers between 1894 and 1930. The altered mill to the north and a lost school and church are no longer part of it.","period_of_significance":"1894-1930","architect_builder":null,"architectural_style":"Mill housing: saddlebag-plan frame dwellings, two-story salt box-like houses, Bungalow-style brick houses, and a few Victorian cottages","criteria":["A","C"],"status_note":"The nearby mill, built in 1894, still functions but is non-historic due to alterations and lies outside the district. A school and church once associated with the village have been demolished.","vacant_flag":null,"machine_generated":true,"model":"claude-sonnet-5-5","prompt_version":"v1.0-2026-10-29","generated_at":"2026-10-29 02:55:42.775744-05","source_pdf":"https://s3.amazonaws.com/NARAprodstorage/lz/electronic-records/rg-079/NPS_GA/86002064.pdf"},"photo":{"url_800":"https://nationalhistoricalregister.com/media/86002064/f4d89fa652-800.webp","url_1600":"https://nationalhistoricalregister.com/media/86002064/f4d89fa652-1600.webp","licence":"CC BY-SA 4.0","author":"Upstateherd","credit_html":"<a href=\"https://commons.wikimedia.org/wiki/File:Liberty_Circle_Home_III.jpg\" rel=\"noopener\">Upstateherd</a>, <a href=\"https://creativecommons.org/licenses/by-sa/4.0\" rel=\"license noopener\">CC BY-SA 4.0</a>, via Wikimedia Commons","source_page":"https://commons.wikimedia.org/wiki/File:Liberty_Circle_Home_III.jpg"},"district":null,"sources":{"nps_snapshot_date":"2026-05-22","nara_catalog":"https://catalog.archives.gov/id/93206294","wikipedia":"https://en.wikipedia.org/wiki/Witham_Cotton_Mills_Village_Historic_District","wikidata":"https://www.wikidata.org/wiki/Q46999915"},"indexable":true,"url":"https://nationalhistoricalregister.com/georgia/hart-county/witham-cotton-mills-village-historic-district-86002064/"}
