Hilgeneck as a Romanesque/eclectic brick building with a belfry and a hose tower.","why_significant":"The nomination argues the building has many unusual and artistic architectural features, particularly the belfry, hose tower and stained glass windows. It is described as one of the finest old town halls in Wood County and comparable to other Ohio town halls of its period. It has housed village government functions continuously since 1890 and remains largely intact beneath later additions.","narrative":"Built in 1890 for $5,925, the North Baltimore Town Hall on North Main Street was constructed by H.J. Hilgeneck of locally made pressed brick with stone corbels. It originally held the fire department and jail cells on the ground floor, with the mayor's and clerk's offices and a general hall upstairs. Its Romanesque/eclectic design includes two contrasting towers: a open belfry with a domed roof and a narrower hose tower with Gothic windows, where fire hoses were once dried. The belfry still holds its working bell, and stained glass windows and pedimented cornices with dentil moldings add detail. Inside, Norway Pine finishes and wood floors remain. The building is valued for its artistic architecture, considered among the finest town halls in Wood County, and for serving village government continuously since its dedication in February 1890. Today it houses the police department and emergency services offices. A late-1970s entrance attached to the front is planned for removal to restore the original facade.","period_of_significance":"1890","architect_builder":"H.F.
