Together they show the political, social and cultural growth of Pomeroy as an Ohio River town. They also logically complete the downtown commercial and governmental core of the district.","narrative":"Three public buildings along Second Street in Pomeroy, Ohio, were added to the town's historic district because they had been left out originally. City Hall, built in the 1880s, is a two-story brick Italianate building that housed village offices and the Third Ward Fire Department, with horse stalls at the rear. Next door, the Simpson Methodist Episcopal Church, completed in 1892, is a Romanesque Revival building with a bell tower and a bell salvaged from the steamer City of Wheeling. Hill slippage delayed its dedication and damaged the rear section again in 1916. The Carnegie Library, a Neo-Classical Revival brick building, was begun in 1913 and finished in January 1914 with Carnegie Corporation funds and a town-supplied lot. C.E. Dow was the contractor. Together the buildings show how Pomeroy developed as an Ohio River town, and how residents pursued civic and cultural institutions even as the local economy declined.","period_of_significance":null,"architect_builder":"C.E.
