The central courthouse is an important example of the work of architect Horatio Nelson White, who designed several other courthouses in New York State.","narrative":"Four county government buildings on Lake Street in Elmira make up this courthouse complex. The oldest, built in 1836 as the County Clerk's Office, later housed the District Attorney and Treasurer; a two-story Ionic portico was reportedly added in 1899 to designs by Pierce & Bickford. The courthouse itself was begun in 1861 and finished the next year, designed by Horatio Nelson White with David Wilcox of Syracuse as builder. It is a brick building with a three-story bell tower, arched battlements, and a recessed arcaded entrance, described in 1862 as Norman in style. A new County Clerk's Office followed in 1875, and a large annex was added in 1895 with matching proportions and detailing, so the two read as one building. A Civil War memorial stands in front of the annex. Together the buildings show the growth of county government over sixty-three years and preserve work by an architect who designed several New York courthouses. They remain in public ownership and government use.","period_of_significance":"19th Century","architect_builder":"Courthouse: Horatio Nelson White, architect, and David Wilcox, builder (Syracuse); County Clerk's Office: designs by a Mr. Thomas; portico on District Attorney's and Treasurer's Building: Pierce & Bickford","architectural_style":"Courthouse described in a contemporary account as Norman style, with battlements and a bell tower; brick buildings painted tan","criteria":[],"status_note":"Condition marked good; altered; original site; occupied and in government use; owned by Chemung County.","vacant_flag":false,"machine_generated":true,"model":"claude-sonnet-5-5","prompt_version":"v1.0-2026-10-29","generated_at":"2026-10-29 02:50:39.308066-05","source_pdf":"https://s3.amazonaws.com/NARAprodstorage/lz/electronic-records/rg-079/NPS_NY/71000531.pdf"},"photo":{"url_800":"https://nationalhistoricalregister.com/media/71000531/0f0641423c-800.webp","url_1600":"https://nationalhistoricalregister.com/media/71000531/0f0641423c-1600.webp","licence":"CC BY-SA 3.0","author":"Lvklock","credit_html":"<a href=\"https://commons.wikimedia.org/wiki/File:Chemung_County_Courthouse.jpg\" rel=\"noopener\">Lvklock</a>, <a href=\"https://creativecommons.org/licenses/by-sa/3.0\" rel=\"license noopener\">CC BY-SA 3.0</a>, via Wikimedia Commons","source_page":"https://commons.wikimedia.org/wiki/File:Chemung_County_Courthouse.jpg"},"district":{"nrhp_refnum":"80002596","name":"Elmira Civic Historic District (Additional Documentation)","url":"https://nationalhistoricalregister.com/districts/new-york/elmira-civic-historic-district-additional-documentation-80002596/"},"sources":{"nps_snapshot_date":"2026-05-22","nara_catalog":"https://catalog.archives.gov/id/75316796","wikipedia":"https://en.wikipedia.org/wiki/Chemung_County_Courthouse_Complex","wikidata":"https://www.wikidata.org/wiki/Q5090678"},"indexable":true,"url":"https://nationalhistoricalregister.com/new-york/chemung-county/chemung-county-courthouse-complex-71000531/"}
