It holds 33 contributing buildings dating from 1844 to 1939.","why_significant":"The district is significant under Criterion A for commerce as the core business district during the village's growth as a transportation, industrial and tourism hub. It is significant under Criterion C for its intact collection of downtown buildings in a variety of styles popular during the village's periods of greatest growth.","narrative":"Three blocks of North Franklin Street in Watkins Glen, at the southern tip of Seneca Lake, make up this downtown district of 33 contributing buildings built between 1844 and 1939. Most are two- and three-story masonry commercial buildings with similar scale, setbacks, rooflines and materials. Styles include Italianate, Classical Revival, Colonial Revival, Second Empire and Richardsonian Romanesque. Key buildings are the 1939 WPA-funded Municipal Building, Hotel Kendall, the former post office in a Second Empire corner building, the stone Freer Opera House and the Durand Block. A 1924 fire destroyed seven buildings on Franklin and 4th Streets, and several storefronts were rebuilt afterward. The district represents the commercial heart of a village that grew through canals and railroads, then industry, salt-based health resorts and tourism. Watkins Glen has been the county seat since 1868. Later demolitions reduced a once six-block business area to the surviving three-block core.","period_of_significance":"1844-1939","architect_builder":"Raymond Freeburg (1939 Village Hall); J. C.
