Rossiter.","why_significant":"It is one of seven public libraries in St. Lawrence County built under the auspices of philanthropist A. Barton Hepburn, and all seven survive with a high degree of integrity. It is also a remarkably intact, sophisticated example of Georgian Revival public architecture in Norfolk. It remains a busy center of social and educational activity and a local landmark.","narrative":"Built in 1919-20, this brick library on Hepburn Street anchors the hamlet of Norfolk, just south of Main Street. Its T-shaped, cross-gabled form rests on a raised basement and is marked by tall round-arched windows, a denticular cornice, and a monumental entrance portico with Ionic and Corinthian stone columns. A Palladian window lights the rear elevation. The architect was E.K. Rossiter. The building is one of seven libraries in St. Lawrence County financed by A. Barton Hepburn, a Colton-born banker and former state legislator. The others stand in Colton, Edwards, Hermon, Lisbon, Madrid and Waddington, and all still serve as public libraries. Hepburn intended each to be a community center, with a lecture room, a kitchen and space for local clubs and societies. Norfolk's building is notable for its integrity and its Georgian Revival design, and it continues to serve as a library and gathering place for the community.","period_of_significance":"1919-20","architect_builder":"E.K.
